This is a common question. It is a more precise and efficient way for laser cutters to work. When a part is laser cut, it is billed by the amount of seconds it takes to cut the part. It is more efficient for the laser to cut a continuous cut. If the laser must plunge a hole, then it has to pause to heat a spot to cut the blind hole, it takes more time and it also has a higher chance to blow out more material than desired.
Lastly, with cutting the flange and having the mounting hole with the slot, there is no structural problems or weakness caused.
